Can you hook them together?

Yes I believe so because there is about a 6” long thin wire on one end of each piece.

Can i use these to replace string on a balloon?

Maybe depending on how long you want them and how big the balloon is. On a regular balloon it may weigh it down.

Mine came very flat. How do I fluff it up?

Yes, I call it a leaf vine so I decided to braid it and decorated my indoor garden ladder weaving it in and out and it came out great. I have a lot left over and may braid more into my garland on the fireplace mantle. I hope this helps!

🍃REALISTIC & DURABLE VINES: Each fake eucalyptus vine is sprinkled with white powder for a more realistic look. Made from soft plastic, the eucalyptus leaves greenery vines are waterproof and UV resistant outdoors. They do not wilt, fade, or become easily damaged. For event arrangement, they can be repeatedly used.
🍃PERFECT GREENERY ADDITION: Each vine garland has a loop at each end for easy installation on certain objects.
